The story is set in a coastal fishing village in Srikakulam district, where the fishermen rely on the sea for their livelihood. Raju is the leader or "Thandel" of his group and the sole support for his family after losing his father. Satyabhama, a village girl who has also lost her mother, loves Raju and is raised under her father's care. Raju embarks on a fishing expedition but does not return for nine months. Satyabhama, who dreams of marrying him, is filled with anxiety about his fate and pleads with him to quit fishing. However, Raju believes that abandoning his duty as a fisherman would be wrong. During one of his journeys, Raju and his crew unknowingly cross into Pakistani waters and are arrested, landing in Karachi Central Jail
